Updated Oct. 20, 2026: Santa Rosa County‘s Hurricane Isaias Update #18, posted Tuesday, Oct. 20, at 4:30 p.m., adds rules on debris removal and temporary housing and gives library reopening dates.
The Santa Rosa County Board of County Commissioners unanimously approved removing Hurricane Isaias debris from privately maintained roads, such as subdivisions, where the removal addresses a clear public health and safety need, according to the county’s News Flash. Homeowners’ associations representing private or gated subdivisions or roads must sign a right of entry and hold harmless form before debris can be removed. The form is on the county website at https://santarosa.fl.gov/PrivateRoadDebris.
The board also unanimously approved temporary living quarters, including recreational vehicles and travel trailers, in all zoning districts during the Isaias recovery period, for one year, according to the same News Flash. The county says the measure is similar to one approved after Hurricane Ivan.
The board unanimously approved waiving fees for residential vegetative debris brought to the Central Landfill and the Jay Transfer Station for an additional two weeks. Residents can drop vegetative debris at no cost at the Central Landfill, 6337 Da Lisa Road in Milton, Monday through Saturday, from 7 a.m. to 5 p.m. Keep household garbage separate from storm debris. Regular household garbage collection continues on schedules set by residential waste service providers.
The Navarre Library reopens Wednesday, Oct. 21, on regular operating hours, Update #18 says. The Jay, Pace and Gulf Breeze libraries and Library Administration are open. The Milton Library and the Family History & Research Library remain closed until further notice. Open libraries will have extra computers for residents completing recovery paperwork.
