Bringing a car to the Emerald Coast: Florida’s 10-day rule, VIN check and use tax

New residents of Okaloosa, Walton, Santa Rosa and Bay counties have 10 days to title and register a car in Florida and 30 days to get a Florida driver license, according to the Florida Department of Highway Safety and Motor Vehicles (FLHSMV) as of Nov. 1, 2026. The car comes first, and it needs two things before the visit: a Florida auto insurance policy and a physical check of the vehicle identification number, or VIN.

On the Emerald Coast there is no separate state DMV office. Titles, tags and driver licenses are handled by each county tax collector.

When does Florida’s 10-day clock start?

Both clocks, 10 days for the car and 30 days for the license, start when you establish residency in Florida, per FLHSMV. If Florida is not your legal residence, for example a second home or a winter rental, you can keep your home-state license and plates.

Active-duty service members and their families stationed here are an exception: Florida does not require them to get a Florida license or plate, per FLHSMV.

What do I need before I go to the tax collector?

Do these in order:

  1. Buy a Florida auto policy from a Florida-licensed agent. FLHSMV asks for Florida insurance before it registers the car.
  2. Get the VIN checked on form HSMV 82040. The check has to be physical, by a police officer, a licensed Florida dealer or tax collector staff, per FLHSMV.
  3. Gather your papers. Each tax collector posts its own list; the Bay County Tax Collector’s What to Bring page is one example.
  4. Title and register the car at a tax collector office within 10 days.
  5. Get your Florida driver license within 30 days.

How much does it cost to register a car new to Florida?

FLHSMV’s fee list, as of Oct. 30, 2026, includes these charges for a vehicle coming from another state:

Item Fee
Initial registration fee, vehicle new to Florida $225
Original title, used vehicle $85.25
License plate, original $28
Class E driver license $48
Tax collector service fee on the license, most offices $6.25

Registration also includes a base vehicle tax that depends on weight, such as $14.50 for a car up to 2,499 pounds, plus other state fees, per FLHSMV.

Will I owe Florida use tax on my car?

Maybe, if the car is new to you. Florida charges a 6% use tax on a vehicle you bought less than six months before bringing it into the state, according to the Florida Department of Revenue’s guide for new residents (GT-800025). If you already paid 6% or more in sales tax in another state, you owe nothing.

For example, a $30,000 car bought three months before the move in a state with no sales tax would owe 6%, or $1,800. A car you have owned for more than six months does not owe the use tax.

Where are the tax collector offices on the Emerald Coast?

County Offices
Okaloosa Shalimar, Niceville, Destin, Crestview; book online and check lobby wait times at the Okaloosa County Tax Collector
Walton DeFuniak Springs, Santa Rosa Beach, Freeport, per FLHSMV’s Walton County list
Santa Rosa Gulf Breeze, Milton, Pace; Jay handles vehicles only, per FLHSMV’s Santa Rosa County list
Bay Panama City, Panama City Beach, Lynn Haven, Callaway, per FLHSMV’s Bay County list

Not every office offers every service. Check your county tax collector’s site before you drive there, especially for a driving test.

What else should a new resident do in the first month?

The car and the license are the two steps with a legal deadline. Florida also lets you register to vote online; registration closes 29 days before each election, per Vote.gov. If you bought a home, the homestead exemption has its own calendar: you must own and live in the home on Jan. 1 and apply with your county property appraiser by March 1, per the Florida Department of Revenue.

Who do I call?

Your county tax collector handles titles, tags and licenses: Okaloosa, Walton, Santa Rosa or Bay. For the rules themselves, FLHSMV’s new-resident page lists every step.
